I own a digital Vinyl Graphics shop and did custom paint for about 9 years on HD's. My suggestion, since you're mostly trying to save the chrome, is use enamel reducer because it will soak into the old tape good before it evaporates. Lacquer and MEK and stuff like that evaporate really quickly. Use a plastic squeegee or bondo spreader and everything should come right off.
