These are a fairly common upholstery item. The spade portion that mounts to the panel rotates, it fits through a hole in the portion mounted to the flap. It's a quarter turn to latch, then can be turned either back or forth another quarter turn to allow the flap to clear, then repeat to latch, no lock. If you wanted something that locks you may have to go to something that resembles a suitcase or attache' latch.
