Surely worst case is ,take tire off,hole saw in the inner fender and some sort of fancy wobble head ratchet with wobble head sockets or some sort of flexable extention?Then just put a rubber grommet/plug into the hole in the inner fender ,most inner fenders are plastic after the late 60s.

If you are getting ride of a/c permanent make sure any open hole from this is sealed up with a metal plate with sealant around the edges.Carbon monoxide and fire are no fun in the passenger compartment
