I've painted over plastic steering wheels with no adverse effects. same prep procedure as metal. dying will change the color, but I'm not sure of the color underneath will affect the final color. I've had no complaints about the wheels I've painted. some of which were eight years ago. I'll look into the dying procedure for you, but painting should produce the desired result.
