Kansas says vintage plates only for OEM vintage steel, in original form with only "safety & efficiency" modifications which is a recent re-write. So a guy running full fenders with a new power train and juice brakes can probably get buy, even after market wheels with bigger tires "for safety" (restorods), but a glass replica, or a highboy style forget it. And I have a pair of '33 plates that were never issued, still stuck together by the protective paper when I got them, but they're collectors items for me at this point....
