Roger - I'm sitting less then 200 miles away from Bayonne, NJ. There are several people that I know that worked at the WTC and there are several people that came from my locality that were killed there, though luckily I didn't know any. There was never a front page mention here of the monument - and I had never heard of it until now, regardless of the fact that I at least scan the news every day, either on the 'net, the tube or the local 'rag'. I wont go into the politics.

After I received the link (actually a PowerPoint slide show, and I then found the link) I was surprised that I had not known of the memorial, so I sent it to several people and I have yet to see a response from anyone saying that they knew it was there, saw news coverage of the erection of the monument or the dedication, or anything else. That said, it's even more amazing to me that you, being as close to the site as you are, also had not been aware of it! It's almost like it was accepted, but given absolutely no fanfare. I found it "interesting" that (former) President Clinton represented the USA at the dedication as opposed to President Bush - not sure what message was being sent there. Another "interesting" note to me is the location - it can be explained to be "symbolic", placing it across the harbor in direct alignment with the Statue of Liberty and the Twin Tower site, but one has to wonder why it could not have been a part of the ground zero memorial. It is a beautiful and moving memorial, at least to me. I imagine that this is one of those, "You don't need to know" things....seems strange, though.
Edit - According to the history the artist, Zurab Tsereteli, visited ground zero shortly after the attack, and he chose the location himself after listening to stories of the event and the rescue efforts that followed. It is still strange to me that it is a "hidden memorial", in plain sight but never mentioned.
