OK I have read the proposal and while I dont like it, It is not a strait cash for clunker program. There are some requirements and conditions and not everyone qualifies for participation. The premis is to help baill out the auto industry but forces them to sell cars instead of just recieving a handout. So basically you get a $10,000 voucher to buy a new car with if you scrap and older one you are currently driving.

For the record I am not in support of bailout programs but if it gets passed and I qualify I may take advantage of it and get a new minivan. If I have to pay for the program with my tax dollars I may as well get something out of it ..... we'll see
