It was originally suppose to be a rolling {keeps moving forward} 20 years and newer gets tested,but was stalled out at 1976 as a begining year and did not roll forward past there.
According to the original bill 1987 and older should be exempt under the rolling 20 year bill,but are not.
The wording on this new one looks like only 15 year old and newer gets tested?????
Under current standards 1976 and older are exempt and under the new bill it appears they still are exempt.No change there ,that only leaves just testing 15 year and newer cars ............ ?
Looks like it could be change for the better if thats the case.

Well, I recieved a reply from one of the legislators.....Assembly Bill 616 would require vehicles 15 years or older, with the
exception of pre-1976 model cars, to undergo annual smog inspections.
Current law requires eligible vehicles to undergo biennial smog
inspections.

This piece of legislation would place an undue burden upon car owners
simply because their vehicle is older than an arbitrary date set in law.
This bill would double the cost for those vehicle owners as they would
be required to submit to annual, instead of biennial, smog inspections.
Additionally, the arbitrary nature of the 15 year threshold concerns me.
I have not yet seen any evidence that 15 year old vehicles pollute our
air substantially more than 14 year old vehicles. Declaring all
vehicles 15 years or older are guilty of being gross polluters without
any empirical data is backwards and does not reflect the spirit of the
law. For these reasons, I oppose AB 616 in its current form.

AB 616 passed from the Assembly on June 5, 2007 by a vote of 46 to 33.
The bill is currently in the Senate Appropriations Committee.

I got the same canned email back today. What I think sucks is they want to test Annually! Give me a F*****g brake. I pay $90 bucks already for my smogs. It's only going to go up. And now they want one every year. Ya know what, go after the big businesses who are puking out hunderds of thousands of tons of crap into the atmosphere every day or year for that matter! Oh crap just remembered, big business owns the government!

Like it or not the biggest source of many pollutants here in cali comes from vehicle emmissions. Were not big coal burners like back east. The reason they go after older vehicles is that there is little or no representation for that group in comparison to how the big auto makers are tied in with big government. Its simply easier to attack older/classic auto's. Im afraid the right to left swing is near completion here in cali and yes the libbies are winning. they're simply too easily misled. Whatever politician gets credit for clamping down on classics will be regarded as a ' hero for the environment' in liberals eyes although it will do very little to fix a much bigger problem.

Mike, I can't dissagree with you on that one, But, doesn't it burn you that Big Business can buy scrappage credits and keep on Puking (I like that word for this topic) pollutants into the atmosphere. Hell, lets all buy scrappage credits ourselves and continue to drive gross polluters. That doesn't make much sense to me. I know the argument, if business were to upgrade factories emissions our cost for those products would rise. So be it. I wouldn't like it, but tough.
You know it's like our gas here in Cali, special formula for summer and another for winter. Why can't there be one gas and use it everywhere in the USA, then we wouldn't get gouged, because we can't use gas that's used in Wyoning for example. Air is Air! Period!

Mike a good weapon for this battle could be to somehow find the percentage of cars on the road more then 15 years old and the miles they are driven vs. cars 14 years and newer and the miles they are driven. Don't know what good it would do with a bunch of politicians who are more concerned with "feel good" legislation vs. a law that would actually do some good!!!!

I also find it difficult to believe that the majority of Californians are liberals......Are they in the majority or the only ones who are active politically????? One involved tree hugger has more clout then a thousand non-involved conservatives..... If the public is being misled, is it because the Al Gore wanna be's are more active, or because the rest of the people are dumb enough to believe it???? I'm not trying to justify any of their idiotic actions or beliefs just wondering if the do in fact represent the majority, or are just the most active????? IMO in this entire country it's way beyond the point that we can afford to just sit around and complain about what "they" do and become involved and do the things necessary to get the idiots out of office.....

You say vehicles, which includes farm equipment... Automobiles despite outnumbering farm equipment by about 3000:1 actually produce the same amounts of ozone gasses... Why are we not banning farming? :shock:

Kieth, the purchase of credits to gain right to pollute is the biggest hypocrisy of this century. Its billed as a stop gap measure until pollutants are reduced but is really just a way for the 'haves' to stay non compliant as long as possible and a way to generate revenue.

Dave, I know I throw out the libbie term but before you assume its just categorizing a different political view you must consider where I live CALIFORNIA. "Walk a mile in mine these days' comes to mind. The political climate here is becoming vastly LEFT, period. You are right to a point that 'they' are heard because of being more active and WE are to blame for that but the numbers here are a lot more left than you think. What some dont realize is that San Francisco runs this state. Sac may be the capitol but the political influence is based in SF. Where are the biggest company's headquartered? SF. These guys bow to their local voice to keep the peace. Did you know that a recent 2-1 vote will 'allow' the blue angles to fly at fleet week this year but word has it that it will be their last as the SF attack against any military presence in their city is in full swing. Historical naval ships are denied docking and established military exhibits are being phased out because they dont want any type of military display in their city. They have or are about to ban military recruiting within the city? That kind of voter in that type of concentrated effort is hard to fight. I know this might sound like im straying off subject buts all part of the big picture here.

Mike, I think you are making the point that farmers have a strong lobby? you are exactly right. Classics have no such representation so we are easy pickings. Dave is saying that we can be as powerfull with out vote. I like to think he's right but in reality I wonder.

I mean if the people at CARB and the environazi's are serious about what they say they want, to do something meaningful, they should ban agri-business. #2 would be banning ozone gasses from burning jet fuel and restrict airline travel. #3 would be ranching, Cows contribute a huge amount of methane into the environment...

Of course all of those things would never happen, but combined contibute thousands of times more pollution to the environment than hot rodding.

Right now today, there is an impending environmental disaster in Alaska in the form of a volcano. I suggest we round up all the usual suspects and get them to camp on the volcano in protest. If this doesn't work they should try taking to the volcano about how it feels and try to change it's mind about erupting, failing that we can get them to throw themselves into the volcano to try and stop the eruption by force. Of course it may not work but it will solve several problems at once and we can say we tried, which in lib speak means we've done all we can.

I'm not sure I would label it liberal versus conservative thinking though.

Here in Utah, which has got to be one of the most conservative states in the union, every car must be safety inspected every year and any car newer than 1967 must be smog inspected every year. The only exception are diesel vehicles.

I agree, but that's how most define who is on what side of an issue....

So, let em have San Francisco...never saw anything there worth fighting over anyway.... As for the military recruiters, not a bad idea!!!! When my kid was a senior in high school, had to finally stop by the Army recruiting office and talk to the dude who kept calling for him and explain to him in very short, easy to understand sentences that he was not to bother anymore, the kid wasn't interested.... I listened in on one of his calls one night....talk about government sanctioned bs!!!!!!!

Back to the cars....I think I'd just bail out of that flippin' state and leave all the idiots there by themselves.... I'm sure they're are lots of us from other states that would be glad to send Caliphony a few more idiots. Then we could have them all in one place, hopefully before the "big one" hits!!!! Got to either battle these people by their rules, or give em the whole state... We battled with the tree huggers for years on snowmobiles in the mountains....Solution was to find other places to go riding sleds in an area where the locals appreciated the $$$$ all the folks brought to an area!!!! If your Caliphony leadership has no one to tax but each other....they might get the message---I think a good old fashioned tax revolt in the entire country is long overdue...take away their money and you take away their power.....

The recruiters on the other hand is a different story. There are always going to be some that are overly pushy and if the draft was reinstated their job would be much easier.

Well, the one good thing I can say about reinstating the draft is that kids might FINALLY start paying more attention to what's going on in the world!!!!!

As far as emissions ,.......have they really made any good cars after 1976 anyway....?
