Yeah...this is why I asked the question to begin with. It has 1 large post for the POS and one small (tiny) post for the ground. By performing a continuity test as well as digging into the starter a little...the small post looks to be a ground.

So it seems it is a bad starter. Although it is strange that a brand new starter will fail, I cant explain why it will not suck the plunger down and push voltage across to the other side. And by the way, the voltage is 12.72v.
