Vacuum advance is primarily for idle/emissions. You havent told us when its bogging. Does it get worse with heavier throttle, does it respond well under light throttle, ect. As for the 600cfm question, 600 should be enough. I think the problem here is probably a float bowl. Try raising the float a bit. If not, try leaning it back a hair.
