Pa is tough....I think the regestraion is now down to 6 pages it was 13. Problem is when they find a problem they stop and send it back. They should go through the entire thing highlight all areas that need corrected and then send it back.
Best thing to do is use a broker they usually have better luck.
Or do what many do and title it as a original '32 and a regular plate.
