If you have a fresh block, no need to bore again. You'll need a rotating assembly which you can buy as a kit that include pistons, rods, and crank. You have the option of cast, forged, or mixed assemblies meaning you can get cast crank but with forged pistons. You also have choices on compression ratios along with rod length and internal or external balance.

The bottom of the bores have to be clearanced a little. There is already a notch there, it just has to be grinded a little bit more. The use of a small base circle cam is good insurance because the clearance can get tight between the lobes and the rods.
Cam depends on what kind of valve train you want to run. Flat or roller? Where you want to make power? Daily driver, street/strip, or strip? What trans and converter? What rear gears?
It all comes down to how you want to drive it, what you want to do with it
