I know there are those who will disagree with me because of the rod length, but for a down-and-dirty budget rebuild, I think it would be hard to beat the budget 383 kit from Speed-O-Motive.....

Juggle gasket thickness and deck to achieve a piston/head clearance of around 0.040". You wouldn't have to fart around with clearancing the rods at the cam either.
