Your instincts are correct. The purpose of a shock absorber is to dampen ocillations, in this case the axle moving up and down (or more correctly the chassis moving in relation to the axle). Without shocks you run the risk of loss of control if severe "bouncing" were induced by a jolt, say from a drainage swale in the road that you hit at speed.
