When I first moved to Arizona, I was interested in buying and selling cars on a casual basis, you know, run ads from home and sell a car on the weekend kind of thing. Well, everyone and I mean EVERYONE that I talked with about this said that you can only sell 3 cars per year without a dealer's license and that a dealer's license was a hassle to get ($$, commercial property, etc.), so I put it on hold and did other things in the following few years. It was not until I got a ticket for crossing a gore area on a freeway off-ramp that I got fired-up enough to read the law myself. I discovered that because I had reduced my speed and had shown extreme care in the crossing of the double white line, that I was not guilty and I got the case thrown out of court on my own, without a lawyer. WOW, was the cop red-faced over losing!!!!!! Anyway, having learned that people do indeed make mistakes in interpreting the law, I proceeded to investigate the 3 cars per year law. To my surprise, I found out by reading the law myself, any private Arizona citizen can sell as many cars per year as he/she wants to for cash, but if a citizen is going to sell the car AND FINANCE IT to the buyer, he/she is limited to 3 cars FINANCED per year and selling as many as you want to for cash. So you see, I labored under mis-information for years. I strongly urge you to find this door handle law in black and white and read it for yourself. I think you'll find that it says something completely different than what everyone is telling you.
There are door releases available that will operate with just passing a magnet over a sensor on the car as well as other cool devices, so I'm sure there is a loophole there somewhere.
