OK.. WEll.. stepping the RPM down with the belts effectively increases the motor torque, but reducing the motor speed negates the mechanical advantage....
Check what voltage is feeding the inverter. If it is 115 then that is your problem.
Ultimately, I think a 2HP motor would make your life happier..
Education is expensive. Keep that in mind, and you'll never be terribly upset when a project goes awry.
