    Missing part?

You are missing the most important part, the whole horn wire lead.I just put a custom wheel in my '54 Ford, the pictures you posted are identical to the '54's.The reason the steering shaft is hollow is the lead wire runs thru it and comes out by the steering box,it plugs in there and a wire goes from it to the horn relay. The top of that wire by your horn contact seats in the top of the shaft and is made of brass with a spring loaded center button. You might want to put a wanted add on the Fordbarn.com. also check out www.1954ford.com Parts for Sale, member mainlinetim is parting out a car and may have one, 54-59's should interchange.I recently picked up a CD on ebay for $6 it's called the: Ford Parts and Illustrations Manual 1949-1959 it has blow ups of most of the cars components and a part number listed next to it.I suggest you purchase one, best money I have spent in a while!
