Most street rod suppliers (So-Cal Speed Shop, Bob Drake etc.) carry License plate lights, some have integral license plate mounts. These are very easy to mount and will keep your car legal, as all states require a license plate light.

Do you have a spreader bar/'32 gas tank arrangement? Then look at these from Speedway. P/N 92539902-POLDave W

So I DO just drill through the rear panel to mount it?
IC2- I did see those holders from Speedway, but my gas tank is only about the width of a toothpick, off my spreader bar.......Speedway told me their brackets are about 3/8 of an inch thick so the license plate holder would not fit. I must have an extra thick rear spreader bar at 2"..........32 Ford

In that case, get some nutserts like these from McMaster Carr(page 3213), install them in some holes you drill in your speader bar, buy the Speedway version, discard the back side, drill and countersink some holes on the plate side, and screw into place with a couple of flathead machine screws or make up some brackets out of aluminum plate stock. No big deal
