When I boxed the model A frame under my '27 , I did it full length, and clamped it in a jig to keep the heat from warping it. I kept skipping around with the welds until the entire length was filled with weld, then ground it smooth.
Those clips are called line clamps or adel clips. I am going to order some this week from Inline Tubes, they have them in stainless and all sizes.
