16DG is your power wire coming off the headlamp switch rheostat, goes to dash lamp fuse and wire 20DG goes to dash connector.........no power at fuse? it's gotta be at the headlamp switch (assuming the headlamps work)
Remember though this is only a typical early chev.diagram.....
