Open hoods and fenderless cars are now leagel in Pa as of 1/1/05.
The only catch is you have to have a Street Rod plate and once you get that it comes with a new title that will be a "R" title but that is no biggie.
This change in the law is what changed my mind and I am now building a High Boy
