    If you're trying to buy a title so you can register a car that you obtained with no title, you'd best be very careful. Most DMVs have caught on to this scheme, and it's a felony in most states. There are other ways to get titles for situations like this, and it depends on the state.

    Nebraska has a stipulation for a bonded title which may work.

    Otherwise, call the DMV (annonymously, of course) and ask them what to do. It may be easier than you thought.
