If you're trying to buy a title so you can register a car that you obtained with no title, you'd best be very careful. Most DMVs have caught on to this scheme, and it's a felony in most states. There are other ways to get titles for situations like this, and it depends on the state.

Nebraska has a stipulation for a bonded title which may work.

This also might provide some info for kit, historic or assembled vehicles:

Otherwise, call the DMV (annonymously, of course) and ask them what to do. It may be easier than you thought.

there is a way to do it and it's not that hard...At my shop we file with the state to get cars with dead beat owners. We are required to wait something like 90 days and if the owner of the car has not showed up to pay his bill and collect his car the state will transfer ownership by reason of mechanic's lien on the car. My shop has scored 3 really nice z28 lt/ls1 cameros in this way.

I've done the "buy a title at a swap meet" routine, and have never had a problem. But, I live in Florida where the rules are a little different. If I lived in someplace like California, with all the stuff going on with arrests, etc, there, I would be worried.
