First, welcome to CHR! With a Ft Campbell location are you a current member of the armed forces?
What do you mean by "stuck rod"? What are your symptoms, and how does a problem with the upper end relate to a starter problem? What do you mean by "...rod & roller set"? Help us out with a little more information and I expect that someone will be able to help get your problems sorted.Roger
