Paint stripper and a putty knife works well. The getting a new fender option isn't always the best because they don't always fit quite right, and the quality of the stamping isn't as good. The wheel wells are generally fairly wrinkly on the aftermarket fenders. I can get GM fenders for my truck, but they are $400. Just get it close to where you want it with a slide hammer and fill the rest with lead.
