After reading your reply again maybe t he plug is missing thats why the pressure is too high where is this plug located exactly.
the plugs are at the back of the block, one on the right and left side of the cam plug. the plugs goes into the lifter oil gallery, with solid lifters you put restrictors in them because you dont need as much oil at the lifters. if youer running hyd. they should not be pluged.there is 2 more behind the timing cover you could check.
