If this guy is on the up & up then he won't mind you checking the numbers to the VIN. plate, if they match and you still want this car then offer to pay to have the paperwork done with you there at the DOL and take it off the sale price. Then if it's a "money" thing he will agree...if not then it's a rip-off.
