there is much going on on this.

using black book for values ..... not good
no more title searches done by the county for titles .
using bonded titles . good but the title is open for 3 years but someone having a title for it is very unlikely.

at least now we can title a car for the year it represents not when it was built. it may come down to having a car looked at as they intend to stop the fraud of undervaluing a car when doing a title.
