That's pretty low, but those dual quads are not helping the mpg thing. I know everyone says that you are only running on the back one until you get your foot in it, but I still think the front one is seeping fuel to keep up with the additional airflow that is going through it. Gear ratio is also a big factor.
To give you some point of reference, when my 23 (also with a 350/350 combo) was running one 4 barrel I actually got 24-25 mpg on the highway regularly. On one trip I actually pulled 30 mpg one time. But I am running 3:00 gears, tall tires (30 inches) and a very light foot. I could cruise at 60-65 just off of idle. Then I added two Rochester 2 barrels and surprisingly the mileage dropped somewhat. On the last trip I took the best I could get was about 23 mpg. Around town I have no way of knowing (no speedometer/odometer) but it is still probably in the 15 mpg range or better, I would bet.
Your car is also heavier than mine, but I still think 10 is a bit low for that setup.
