To expand, using your example of a hood, a long tapered section (resembling a piece of pie) is removed, and the remaining welded back together. Usually the purpose it to lower a portion of the panel, in this example the front of the hood, to give it a "sleeker" look. It's much easier to promise someone a "free" ride on the wagon than to urge them to pull it.
