You slice metatal in pie shaped wedges to expand or contract the metal, Steve.

To expand, using your example of a hood, a long tapered section (resembling a piece of pie) is removed, and the remaining welded back together. Usually the purpose it to lower a portion of the panel, in this example the front of the hood, to give it a "sleeker" look. It's similar to sectioning, except in sectioning the cut lines are parallel.

A pie cut taste's better

back int the 70's we started to pie cut a few things when sectioning. hoods look pretty cool on fat fender cars with a pie cut . added to the rake look. saw a 49 chevy with a pie cut section job. looked pretty good but was a ton of work. guy spent a year or so just on sheetmetal work. don't know if he ever finished it since i haven't seen it around.
