Tech, that's an interesting stat. I heard recently that it only takes 4% of a population to overthrow a government. Also interesting, the recent uprising in the Ukraine had less than one percent of population participation. Hell, they gave the world a blueprint to follow: seize control of all minor government buildings, leaves the chiefs with no Indians.
