The 2803 off the California title is the actual VIN used during the 1934 time period. The use of an 11 digit VIN number did not come about until the a phase in by the manufacturers starting in the early 1960's. The switch to 17 digit VIN numbers happened in 1983. So you will not find a longer Vehicle identification number on your Chevy's chassis.
