I don't think passing a law is gonna help, people know what's right or wrong now, making another law won't change much. Look at all the gun laws, heck, it's even one of the commandments, people still kill in anger. Our history proves one thing, we'll do what we want and when. No law(s) will change that.

I think the law should prevent communication by forcing the companies to stop a call whenever a cell is changed. That way your call would be "dropped" when moving into a new cell area. Won't cure the problem I'm sure but it would certainly hinder those calls that go on and on.
