    That happened to me, not the dead part. I responded to an offer for a credit card. Since I had none and it would expedite buying tools mailorder, I listened to the offer. They said I qualified for $3500. I said ok. Then I get the card and it has a $200 limit. I throw the worthless thing in the "old mail" file, never even activated it. Meanwhile mailbox continues to be full of creditcard junk mail which I do not open, not realizing there were bills in there. A couple months go past and they are billing me for the monthly service fee and the late charge so It is over $100 for a card I never activated. Plus they won't let you cancel it until you pay the bill.

    Sounds to me like Citibank is farming out it's customer service to morons.
