Every state is a little different, but it should work. AZ has a form something like that it's basicaly a limited power of attorney. Here the the form also has to be notorized after is is signed by the owner.
After he receives it he will apply for a duplicate title in the original owners name and then transfer that title to himself.I've NEVER seen a car come from the factory that couldn't be improved.....
