i need some help with titling a vehicle

ok theres a story behind this. i got a truck from a friend for some work i did for him and he just gave me a bill of sale (it was never going to see the road) well i decided to sell it and i had my friend write the new owner a bill of sale because he too said it would never see the road. well now he wants one and it turns out the truck is still in the name of the guy my friend got it from.
and the new owner lives about 4 hours away from me
correct me if im wrong, but can't i have the current legal owner fill out this form http://www.michigan.gov/documents/tr-128_16190_7.pdf
and mail it to the new owner so he can apply for the title?

thanks in advance for helping a stupid kid out!

Every state is a little different, but it should work. AZ has a form something like that it's basicaly a limited power of attorney. Here the the form also has to be notorized after is is signed by the owner.

After he receives it he will apply for a duplicate title in the original owners name and then transfer that title to himself.
I've NEVER seen a car come from the factory that couldn't be improved.....
