For the budget you have i would lean toward a steel building, pre insulated and built by others, most are not a bad deal! I see your in wisconsin, so i would worry about rot problems with wood. I`m sure you get lots of snow. Metal will rust, but with proper maintance, it should last longer. Plus The heavy steel will handle the snow loads better.
