I'm not sure I understand what your asking, but.....

Are you talking about disabling the transmit feature so that your phone wont send your gps position out? If so it will vary by phone and model, and you would more than likely have to download a software flash file from a hacker community and upload it into your phone via USB connection. This of course may give you a virus in your phone; but, maybe not. I wouldn't suggest it though. Some manufacturers may also offer software updates to do this that would be free of the virus problems. Thats what I would try first I guess.

Jamming is also an option, though it is an illegal one and one that I would also suggest that you absolutely stay away from. That is unless you are ready to happily pay the supposed $11,000.00 fine to the FCC for it. Do a google search on the subject and you'll find "products" that do it though.
