 Fix the carb Links so they work right . And install some thicker wall push rods . That should fix things .

 Reset it, open the carb to full open (if it does), readjust the rod, and see if it closes all the way. If it does your good to go, if it does not, you'll have to check the lever length, or check the carpet under the gas pedal, to start.
