If it has a stumble at WOT it's the springs in the secondary. Holley makes a kit to tailor when the secondaries come in. The spring kit is available at Jeg's, Summit, and most auto part stores.

it also stumbles when you free rev it in park and since there is no load to open the secondaries would that mean its something else

My thought on that is float level and/or accelerator pump adjustment.

If you get on a OPEN road and punch the gas ,let the rpms come up . Then quickly let of the gas you should hear you secondaries working.
