weld a stud to it with threads that you can put washers or a socket down over it and screw the new nut down on it and pull it out just as you would if it wasn't broken off. welding a nut to it and trying to turn it want ever work. if it is broken flush i would still drill it and drive a threaded stud in the hole, tack weild and pull it out.
