That may be the background for the changes in the PennDot regs, but I know a couple of guys who were on a committee made up of streetrodders, PennDot people and some SEMA people who held many meetings on the subject of what could be legal in Pa. Out of that came new allowances for fenderless cars, hoodless cars and bumperless cars.
When I got my streetrod registered back in 2001 I was lucky in that I didn't have to use the new 21 page reconstructed vehicle forms -- mine was only 3 pages. It still took 8 weeks to get a new title and vin plate, because PennDot had rejected the Ohio title due to a problem with the s/n (vin).
Mine was inspected by a local inspection station, not a special inspection station. At the time of my inspection, the car had no front bumper, dark tinted windows (even a tinted windshield), no s/n plate on the car and PennDot still passed it.
Back in 1999, PennDot was considering outlawing chopped cars. Fortunately they gave up on that idea or mine would still be illegal.
By the way I can sympathize with you about all of the snow, as where I live they are getting about 8 inches today. The good thing is that I am currently in Dade City Florida and it is 80 today and I will be going to a car show tomorrow.
