We've already hashed this out before, haven't we? You say, "Installed to spec in the trunk", and everyone here says mount it as low as possible on the frame, below the tank if at all possible. Pull the in-tank pump, as it is a flow restriction, and it may be a flow block if the pump is frozen and cannot free wheel with the flow. Then get the electric out of the trunk, mounted as low as possible and see if your problem doesn't disappear.
