There are two starters for the Chevy. One has the mounting bolts straight across from each other. Use that one with the 153 teeth flywheel / flexplate. The other has offset mounting bolts and is for use with the 168 teeth flywheel / flexplate. Sounds as though you have the offset bolt starter and a 153 teeth flexplate. That would account for the drive not reaching the flexplate teeth
