If the carb is a Street Avenger it is probably a 770 or 870 , they are really good carb's. 10-12 is a good place to start you could try a little more advance depending on if your motor likes it or not. That Z-28 should have plenty of power with the 427 . I hope gas prices level out soon ,it's really putting the squeeze on everyone!
