Unless you are a wiz at sewing, your best bet is to look at a company like California Car Cover or one of the other car cover companies out there. I don't know where you could buy the materials they use for water repellant and dust.
Other than that, you may just want to have a big sheet of plastic that you could throw over the car for rain.
