There is no separate "kick down cable." That's what some folks mistakenly call the TV cable. Here's what the TV cable does:
The TV cable used with the 700R4 transmission should not be thought of an automatic downshift cable. The TV cable used on the 700R4 controls line pressure, shift points, shift feel, part throttle downshifts and the detent downshifts.
Read this: http://www.tvmadeez.com/article/index.php It's long, and may take a couple of reads, but it's very informative.

I used a 300 psig gauge/hose setup like the one in the photo below. There's a pressure port on the left side of the transmission that takes a 1/8" NPT fitting.

After making sure that the linkage was adjusted so that the cable was pulled all the way out at WOT, I went back and set the at-idle position as follows:

With the car in park, and at idle, warm engine, warm trans, I tightened the cable to make sure the pressure rose. Then, I loosened it until the pressure stopped dropping. Finally, I tightened it again until a got a 3-5 psig increase.

This file has the set-up instructions for a Street Demon carb, but the ideas are pretty universal:
