OK, I cleaned up the old one and now I can see what you mean by the valve moving up and down. Tomorrow Ill pull the NEW governor and see if that valve is stuck. Guess I should have just replaced the gear. I figured for $20 I might as well replace the whole thing if I was there anyway.
