You might want to consider building the frame from scratch. If you plan to use 2x3 or 2x4 tube anyway, it's not that much more of a stretch to do the whole frame that way. Then you don't have to worry about a 70 + - year old frame having rust and stress concerns. and you don't have to bother with grafting old to new. Just my 2¢.
